Eligibility Criteria for Mutual Transfers

- Same Department and Category: Employees must be from the same department and belong to the same category and reservation category.
- Clearance Report: Employees involved in any ongoing departmental or criminal investigations will not be eligible for a transfer.
- No Objection Certificate (NOC): Employees must provide a No Objection Certificate (NOC) and a license certificate when applying.
- Compliance with OM Terms: All employees applying through the portal must agree to comply with the Official Memorandum (OM) Terms and Conditions related to transfers.
- Pay Protection: Pay protection will be provided; however, there will be no linkage to inter-se seniority.
- Seniority Terms: Employees will not have any claim to seniority. They will be placed at the bottom of the seniority list for the same recruitment year or the consecutive year, as applicable.

The Mutual Match Condition

- Same Grade Pay: The two employees involved in the mutual transfer must have the same grade pay.
- Same Service Statute: Both employees must fall under the same service statute.
- Matching Nature and Qualifications of Posts: The posts involved in the mutual transfer must have the same nature and qualifications. This ensures that the transferred employees are equally qualified for the new rules.

Ability to Apply for Two Transfers

How to Apply on Mutual Transfer Portal
- Scroll down to the Apply Link section.
- Click on Apply Now.
- Select the Register button to create an account.
- Provide your Phone Number and Email ID.
- Set a Password and click Submit.
- Enter the OTP sent to your phone and click Verify & Proceed.
- Login and verify your identity using your PAN number registered with FINASSAM.
- Fill in your details, including Name, Date of Birth, Mobile Number, etc.
- Provide employment information, such as your Current Posting, Department, Office, First Joining Date, Current Posting Joining Date, Grade Pay, and Pay Band.
- Choose up to five preferred transfer locations/districts.
- Fill in the Additional Information section.
- Upload the required documents.
- Preview all details and click Final Submit to complete your application.
How to Send Mutual Transfer Request
- You must now submit a mutual transfer request after opening the account, which you can do by following the instructions below.
- Step 1: Go to Dashboard and click on Transfer Request.
- Step 2: You will get to see some preferences based on the profile you have given.
- Step 3: You will select the person with whom you want to make a mutual transfer and send the Transfer Request.
- Step 4: You can manage your request by going to Manage Request section.
- Step 5: If both parties agree a joint application is created and submitted to authorities.
- Step 6: Your mutual transfer request is accepted then you can go to the portal and download the Joint Transfer Order.
Note: Please be aware that you can only submit one request at a time, and that request will only be active for 15 days. It will be automatically canceled after 15 days if no one accepts. You can also cancel manually if you wish to do so before the 15-day period. You will be allowed to submit a transfer request once more after 15 days.
